Family Self-Sufficiency Coordinator


JOB DESCRIPTION:
This position is a grant position offered through PHA's Family Self-Sufficiency Program, grant-funded by the U.S. Department of Housing and Urban Development. The FSS Coordinator assures that FSS program participants are linked to various supportive services needed to achieve self-sufficiency. The employee in this class works directly with FSS program participants, helping each to set, pursue, and accomplish personal and family self-sufficiency goals, including obtaining and/or advancing in employment, education pursuits, job training, and other goals that will allow residents to become independent of public assistance.

EXAMPLES OF DUTIES:
1) Aggressively and thoroughly markets and promotes the FSS program to residents of public housing or Housing Choice Voucher Program tenants; plans and implements outreach; orientation sessions; conducts interviews with participants to determine the nature and extent of their needs; develops a contract of participation with each head of household and guides them in developing appropriate and achievable self-sufficiency goals.
2) Monitors progress toward logic model outcomes and ensures that outcomes are met or exceeded prior to the end of the grant period.
3) Counsels with clients and prepares an Individual Training and Service plan for the head of household and any participating family member; acts as caseworker for participants as needed.
4) Coordinates supportive services for program participants in areas such as educational /vocational opportunities, employment services, personal, health, childcare, transportation, and economic development needs to lessen and/or remove barriers to self-sufficiency.
5) FSS Coordinators will perform job development functions for the FSS program. Initiate relations with various employers, employment agencies, and apprenticeship programs in an effort to provide clients with job opportunities.
6) Ensures that the services included in the participants' contracts of participation are provided on a regular, ongoing and satisfactory basis; that participants are fulfilling their responsibilities under the contracts; and that FSS escrow accounts are established and properly maintained for eligible families.
7) Monitors the progress of participants and evaluates the overall success of the program. Maintains professionally written, appropriately documented, and well-organized client files. The FSS Coordinator must report enrollment activities, progress, and exit activities through required annual submissions of the form HUD-50058;
8) Works with the Program Coordinating Committee (PCC) and with local service providers to ensure that FSS program participants are linked to the supportive services they need to achieve self-sufficiency. Conducts quarterly meetings with PCC;
9) Monitors and ensures compliance of participants with rules and regulations of FSS program; takes remedial action when participants do not participate and/ or comply in appropriate circumstances recommends termination of contract to Resident Services Manager.
10) Prepares yearly escrow reports for participants and releases participant escrow accounts upon completion of participant's individual program.
11) Affirms Fair Housing.
12) Contributes to the successful publication of PHA newsletters.
13) The FSS Coordinator is responsible for the collection and record of racial and ethnic data via HUD 50058; and
14) The FSS Coordinator is also required to submit an annual Performance Report consisting of the updated Logic Model and answers to the Logic Model Program Management and Evaluations Questions. The report must be submitted to the Resident Services Manager in order to be submitted to the local HUD field office no later than 30 days after the ending date of the one-year funding increment. The FSS Coordinator must prepare scheduled monthly activity reports to the Board of Commissioners. The FSS Coordinator must comply with reporting requirements in compliance with Section 872; and performs other related services, as required.
15) Completes annual, interim, and transfers for the client caseload (as approved by HUD).


MINIMUM QUALIFICATIONS:
1) Bachelor's Degree in Communication, Business, Human Services, or related field.
2) Any combination of experience and/or training which would afford the applicant with the knowledge, skills, and abilities that meet the requisites for this position (specifically human services, communication, business, education or similar field.
3) Organization of files and use of software systems to track escrow accounts/bookkeeping.
4) Valid Driver's License
5) Must have and maintain a driving record acceptable to PHA and its insurance carrier(s).
6) Preferred Qualifications:
7) Certification in career guidance/placement and/or employment services.
8) Experience in public, private, or non-profit agencies in a position directly delivering services to diverse ethnic and socio-economic populations.

Starting Salary: $41,600
